France resumes diplomatic relations with Central African Republic after seven-year hiatus

In March 2026, French Foreign Minister Jean-Noël Barrot visited Bangui, marking the resumption of high-level diplomatic relations between France and the Central African Republic (CAR) after a seven-year hiatus. This visit signifies France's renewed commitment to the region amid ongoing geopolitical competition, particularly with Russia.

Since 2017, Russian Wagner mercenaries have been active in CAR, supporting President Faustin-Archange Touadéra in exchange for resource contracts. France's re-engagement aims to reassert its influence after years of strained relations exacerbated by Russian-led disinformation campaigns.

During his visit, Barrot met with top CAR officials and attended events promoting women's rights, health, and innovation. This trip precedes the upcoming Africa-France Summit in Nairobi, reflecting France's shift from military-focused engagement to developmental partnerships.

France had previously ended Operation Sangaris in 2016, leading CAR to seek Russian support. In recent years, France has provided €35 million in aid and sought to counter Russian narratives, though some CAR officials remain critical, accusing France of neocolonial attitudes.

Tensions persist, including arrests of Western-affiliated workers by Wagner, described as "hostage diplomacy." However, both nations are now cautiously rebuilding ties, balancing between Western and Russian influences.
