Norway Implements Legal Reforms Effective July 1, 2026

On July 1, 2026, several significant legal reforms introduced by the Norwegian Ministry of Justice and Public Security will come into effect. These changes aim to enhance the efficiency and effectiveness of the justice system.

Key Reforms Include:

• New Criminal Offense for Involving Minors in Crime: A new provision in the Penal Code criminalizes the involvement of minors in specified offenses or those punishable by three years or more. The penalty includes fines or imprisonment up to three years, with severe cases warranting up to six years.
• Use of Personal Data for System Testing: The police are now authorized to use real personal data for testing and developing information systems intended for law enforcement and border control purposes.
• Police Academy Admission Requirements: The Police Academy can now require applicants for advanced education or higher degree programs to present a clean criminal record.
• Extradition Law Amendments: Changes to the Extradition Act aim to expedite the processing of extradition cases, reducing overall detention times and clarifying responsibilities among the prosecution, courts, and the ministry.

These reforms are designed to strengthen the legal framework, improve public safety, and ensure a more efficient judicial process in Norway.
