Grenada's Governor-General Assents to Cannabis Reform Law

On March 6, 2026, Grenada's Governor-General, Her Excellency Dame Cecile La Grenade, assented to the Drug Abuse (Prevention and Control Amendment) Act, 2026, marking a historic milestone in the nation's cannabis reform efforts.

Key Provisions of the Act

  • Decriminalization for Adults: Adults aged 21 and over are permitted to possess up to 56 grams of cannabis and up to 15 grams of cannabis resin.
  • Home Cultivation: Individuals may cultivate up to four cannabis plants per household, provided they register with the Cannabis Secretariat and the Ministry of Agriculture.
  • Recognition of Rastafarian Practices: The legislation acknowledges the sacramental use of cannabis by adherents of the Rastafarian faith.
  • Public Consumption Restrictions: Cannabis use remains prohibited in public places and near schools, with fixed penalty notices of EC$300 for violations.
  • Protections for Youth: The law includes provisions for education, counseling, and rehabilitation for young individuals found in contravention.

Implementation and Future Phases

The Cannabis Secretariat will soon release formal guidelines for household cultivation registration. This reform represents a balanced approach that modernizes existing laws while creating new opportunities for the future. Grenada is now preparing for Phase II, which will develop and establish the regulated framework for a comprehensive cannabis industry.
