Turkey publishes 'Terror-Free Türkiye' law in Official Gazette
On August 18, 2026, Turkey's 'Law on Strengthening National Solidarity and Social Cohesion,' part of the 'Terror-Free Türkiye' initiative, was published in the Official Gazette, officially bringing it into effect. This legislation establishes a legal framework for suspending certain terrorism-related investigations, prosecutions, and prison sentences, contingent upon the PKK/KCK terrorist organization ending its armed activities and surrendering all weapons and ammunition.
Under the law, once Turkish security institutions confirm the PKK/KCK's disbandment and the National Security Council (MGK) issues a decision published in the Official Gazette, the following measures will be implemented:
- Investigations and prosecutions for offenses punishable by up to 15 years in prison will be suspended for five years.
- Proceedings involving crimes carrying sentences exceeding 15 years, life imprisonment, or aggravated life imprisonment will be suspended for ten years.
Notably, the law excludes investigations and prosecutions concerning intentional homicide committed within the organization's activities and offenses committed before June 1, 2005, that carry life or aggravated life imprisonment. During the suspension period, statutes of limitations will not apply, and evidence and case files will be preserved.
The legislation also establishes a Board chaired by the vice president and comprising ministers of justice, foreign affairs, interior, and national defense, among others, to oversee the implementation of these measures. Additionally, a Monitoring Commission will be set up to oversee activities carried out under the law and issue recommendations.
This law represents a significant step in Turkey's efforts to eliminate terrorism and promote national solidarity and social cohesion.
