Mongolia proposes Trade Law to limit state market role

On August 24, 2026, the Ministry of Economy and Development, in collaboration with the Mongolian National Chamber of Commerce and Industry (MNCCI), held a public discussion on a draft Trade Law aimed at overhauling the country's fragmented trade regulations. The proposed legislation seeks to consolidate approximately 57 laws and over 100 articles currently governing Mongolia's trade relations.

Objectives of the Draft Trade Law

Rationale for the Reform

Officials highlighted that the existing patchwork of regulations has weakened policy continuity and institutional coordination, thereby undermining Mongolia's economic competitiveness. According to the World Bank's 2023 Logistics Performance Index, Mongolia ranks 97th out of 139 countries, with overall trade facilitation implementation at just 58%, underscoring the urgent need for comprehensive reform.
