Croatia Proposes Life Imprisonment for High-Risk Offenders

Croatia's Minister of Justice, Public Administration and Digital Transformation, Damir Habijan, has unveiled a comprehensive legislative reform package aimed at introducing life imprisonment and enhancing measures for managing high-risk offenders. Introduction of Life Imprisonment

The reform seeks to amend Croatia's Criminal Code to include life imprisonment as an alternative to existing long-term sentences for the most severe crimes. This change aims to align Croatia's penal system with international standards and provide a more robust deterrent against heinous offenses.

Redefinition of Post-Release Supervision

Recognizing the challenges posed by offenders who continue to pose significant risks after serving their sentences, the proposal suggests a comprehensive overhaul of post-release supervision measures. This includes stricter monitoring protocols and tailored rehabilitation programs designed to mitigate recidivism among high-risk individuals.

Establishment of a New Legal Framework

The reform introduces a legal framework governing the treatment and accommodation of individuals who, upon completing their prison terms, are still deemed threats to public safety. This framework would facilitate the implementation of preventive measures, such as mandatory counseling and, in extreme cases, continued detention under specific legal provisions.
